The Census

The Census and After :

After about a year and a half of the census operations of 1991, it was brought to the notice of 'Manoyoga' through our sister-organisation and other local people of Sitapur district of U.P. that in the name of enquiry, the officers of the Census department along with their counterparts of the state government in the district are harassing people, whose names are in the list of S.M.B-s in census records.

During census operation 2001 it was brought to the notice of Manoyoga that verbal instruction have been given to Enumerates and Supervisors not to record Sanskrit as mother-tongue. The fact was confirmed during the field visits of the office bearers of Manoyoga. When verbal request did not prove effective, formal complaint was lodged on 10.02.2001 to Director General census New Delhi for immediate remedial measures.

S.M.B Districts For The First Time :

The existence and care of 2561 S.M.B-s of these 85 districts of country will be anxiously awaited till next census report of 2001.


Hybernation And After :

While summing up; it is to be remembered that through the total number of districts with S.M.B-s (82) and their number in S.M.B-s (2946) were lowest of 1981 during the four census under review, but in that very year the 39 district with S.M.B-s in all the four census had 2057 S.M.B-s which is comparatively much higher. In this context the coming out of hybernation of 2136 S.M.B-s in 139 district may be said to be hopeful but is not at all satisfactory.

A bird’s eye-view of the data of these four census of the “Thirty- nine districts” may give an impression of increase in the number of S.M.B-s but considering the analysis presented above, decrease is self-evident

Districts without S.M.B-s in :


.....The above data indicate least coverage in bordering east, south and north-west parts of  the country.

The Drop-Out S.M.B-s Districts :


.....Thus, 47 districts  of one census year (12 of 1961, 20 of 1971, and 15 of 1981) with (62+262+ 118=)442 S.M.B-s and 13 (11 +2) districts of  two census [(1961- 1971, 199-39) and (1961-1981, 4-15)] having maximum [(199+39)1961-1981 of 1981) and (4+ 15) of 1971 and 1981=] 257 S.M.B-s and five districts of consecutively of  three census with [(total 30-28-31=)] 89 S.M.B-s, all totaling to 788 S.M.B-s of 65 districts dropped-out in 1991 census.

Still efforts can be made to trace and save these S.M.B.s

Sex ratio of S.M.B-s :

.....The number of districts with more female, equal male/female and only Male in urban areas has increased from 2 to 5, 3 to 4, and  1 to 3, respectively in urban areas, whereas the number of districts with more male has decreased  from 12 to 11 and the number of districts with no urban S.M.B-s from 10 to 5.

In  rural areas the number of districts with more female S.M.B-s decreased from  three  to two, with equal male /female from 6 to 5 and the number of districts with no rural S.M.B. from 9 to 4.But the number of districts with only male S.M.B-s has increased from 1 to 5 ,and districts with  more male S.M.B-s  from 9 to 12. In context of the above statewise details of four census about the number of  districts with only or more male or female S.M.B-s  and the f/m S.M.B-s  in  ‘Thirty-nine’ core S.M.B. districts ,as well as their percentage in the country as a whole, show increasing female urban trend.

Rural-Urban S.M.B-s :

.....Conclusively, it can  fairly be said that the continuous decrease in three census in the number and in all the four census in the percentage of the urban S.M.B-s in the country on the one hand, the increase  in number of urban S.M.B-s in most of the states in 1991 as compared  to 1981; and out of the thirteen states of the “Thirty-nine core districts”, three states with 17 S.M.B. districts with more urban S.M.B-s and out of these very “Thiry-nine districts” in twenty-five districts, the higher number of urban S.M.B-s on the other, show two different currents and self-contradiction. But at the same time, though the decrease in the total number of districts with only rural or only urban S.M.B-s, indicates the discontinuity or lop sided development,  the decrease or extinction of S.M.B-s in rural areas vis-a-vis, increase in urban-areas or revival in other new districts seems to be an endeavor for self preservation.
