Only
criticizing the government, its administrative system
,financial policies, style of functioning or execution of
schemes or talking about Ghotalas, Boforses or Tahelkas of
different departments along with Education, is not going to
achieve the goal of Basic Education to all, including
SMB-s.And also, putting forward a theory for eradication of
poverty-or for that purpose illiteracy-but not accepting the
offer to take charge and practically execute it and show
results ,is an exercise in mental luxury. Inspite of the
fact that some Asian countries, during the last fifty years
have successfully achieved a much higher percentage of
literacy than ours, we are continuously depending heavily on
World Bank loan.
So
instead of commenting adversely about any system,
organization, government, political party or individual , I

associates with practical experience of providing Basic
Education to have-nots on large scale, as referred to in
short in the fore-going pages of this book, with full sense
of responsibility and gravity as well
as the magnitude of the problem of illiteracy, submit
the following proposal to the World Bank, UNESCO, Government
of India ,Government of Uttar-Pradesh and other such
organizations that may be interested in eradication of
illiteracy in Uttar-Pradesh:
Manoyoga offers
: to
under-take and fulfill
:
the work of eradication of illiteracy in its area
of influence in
few districts of Uttar-Pradesh, particularly amongst the
children not going to Basic Shiksha Parishad schools or any
other such scheme of Government and
for that
purpose:
to deposit Rs.2 lakh (Rs.Two lakh only) in
the form
of F.D.R. securities , with two retired I.C.S./I.A.S.
officers of Uttar-Pradesh, well known for their integrity,
with the assurance that,
If the above commitment is not
fulfilled, these two
senior citizens will confiscate the above mentioned
amount, hand it over to the government of U.P. or to any
other organization, as they may think fit and just,
Provided that: The
government of U.P.or any other organization
makes available to Manoyoga,
(1)
The Block-wise list of children not going to Primary school or any other center of
any type of education of some other agency of government and,
(2)
School-wise, serial number-wise list of register/attendance
register and the list of drop- outs,
(3)
Class-wise syllabus with the time schedule,
With the condition that:
(1) Mid-day
meal, books , stationery,
teaching- aids, furniture or accommodation will neither
be provided by the government or its agencies, nor
shall be accepted by Manoyoga,
(2) Beneficiaries
of mid-day meal, Dalia etc, and the applicants- recipients
of any scholarship or
grant- in- aid from the
government shall not be entitled for admission to Manoyoga-s
programme of removal of illiteracy,
(3) The yearly
examination of the children / students of Manoyoga, under
this programme shall be
conducted as per syllabus of the Basic Shiksha
Parishad, under the supervision of a team including members
of Manoyoga, representative of the organization funding the
programme and an officer of the Education department, if
made available,
(4) Manoyoga shall be
entitled to send its representative for participation in
conducting the examinations at the centers of Basic
Shiksha Parishad schools,
(5) No government
servant or the
servant of the Basic Shiksha Parishad or any agency associated with them or their
teacher shall be permitted to visit or inspect the teaching
center of Manoyoga or contact or seek or try to seek
information from the teaching or administrative set-up of
the Manoyoga or student or the guardian ,except with the
prior written approval of Manoyoga
And further:
(1) after the yearly
examination, class- wise, school- wise open- oral-
competitive examiniation between Manoyoga and the near- by Basic Shiksha
Parishad schools as well as individual students shall be
held in public, and students- schools found
worthy shall be suitable rewarded but
(2)
the number and percentage of drop- outs, particularly
girls shall be given very high negative weight age in
judging the
programme and
(3)
if in the opinion of the officers mentioned above,
the result or the performance of Manoyoga students is found
inferior to that of the Basic Shiksha Parishad, the amount
deposited by Manoyoga shall be confiscated.
The audited account of the amount made available by
any individual or organization or the Government to Manoyoga
according to the number of students at the rate of per
student expenditure of the government for running its
programme, shall be submitted to the doner.
